Let me save you some time, if you're an Indian wanting to visit Singapore for more than 96 hours and have no fancy visas, you do need a visa to visit Singapore!
But if you are on a short visit and have some interesting travel documents, you maybe eligible for visa free transit facility.

If you're an Indian or not, you have to fill out an online form called SG arrival card 3 days prior to your arrival date in Singapore. It is a Free service and you can do so by visiting this page. Filling out this form is a mandatory requirement to visiting Singapore, unless you're transiting without needing any immigration clearance.
